1. Sede

La VI Reunión de Negociaciones para la Búsqueda de Consensos se llevará a cabo en la ciudad de Antigua, Guatemala, los días 10 al 14 de octubre de 2005. La sesión inaugural se realizará a las 09:30 horas en el Centro Iberoamericano de Formación de Antigua Guatemala - AECI (antiguo Colegio de la Compañía de Jesús), 6ª. Avenida Norte, entre 3ª. Y 4ª. 2. Coordinación

El coordinador de este evento es el Presidente del Grupo de Trabajo Encargado de Elaborar el Proyecto de la Declaración Americana sobre los Derechos de los Pueblos Indígenas, el Embajador Alterno de Guatemala, Juan León. Asimismo, el Gobierno de Guatemala, a través del Ministerio de Relaciones Exteriores ha designado a su Directora de Política Multilateral, Embajadora Arabella Woolfolk, como Coordinadora Nacional de la VI Reunión de Negociaciones para la Búsqueda de Consensos. Adicionalmente se contará con un grupo de apoyo técnico con la participación de la Secretaría del Consejo Permanente, la Secretaría de Cumbres de las Américas, la Secretaría de Asuntos Jurídicos, y la Comisión Interamericana de Derechos Humanos (CIDH) de la OEA.

3. Alojamiento

El Gobierno de Guatemala cubrirá los costos de alojamiento en el Hotel Villa Antigua para aquellos participantes seleccionados por el Fondo Específico. La Oficina para la Coordinación Nacional ha bloqueado habitaciones para facilitar las reservas de alojamiento de los participantes de la VI Reunión de Negociadores en el hotel sede del evento y en otros hoteles aledaños. El Comité Coordinador guatemalteco ruega a las delegaciones hacer sus reservas y confirmaciones directamente a través de las páginas Web de los hoteles. Los hoteles podrán ser visitados a través de los enlaces proporcionados en la página Web del evento: www.sigep.gob.gt/sextareunion.

La disponibilidad de habitaciones con las tarifas preferenciales en el hotel principal de la reunión Villa Antigua se garantizará hasta una semana antes de la fecha prevista de ingreso. En caso de cualquier dificultad, el Comité Coordinador Nacional solicita a los participantes que se comuniquen directamente con la Coordinadora Nacional Embajadora Woolfolk. Todas las reservas de las habitaciones para la VI Reunión de Negociaciones, sin excepción, deberán ser confirmadas a la Coordinación Nacional por medio del formulario de inscripción que puede obtenerse en (http://www.sigep.gob.gt/sextareunion/inscripcion.php), y al propio Hotel de su elección antes del lunes 3 de octubre para la VI Reunión de Negociación. En el caso de reservas para el Cónclave Indígena, la (s) reservación (es) debe confirmarse antes del día 30 de septiembre

La OEA no cubrirá los gastos en que incurrán los participantes que decidan quedarse días adicionales. Por ningún motivo la OEA se hará cargo de llamadas locales, nacionales o internacionales, las cuales son única y exclusiva responsabilidad de los participantes, así como gastos incidentales en el hotel como comidas, o eventuales daños a las instalaciones del mismo.

4. Gastos de estadía

La OEA proporcionará a los participantes financiados por el Fondo Específico una suma correspondiente a gastos de estadía que incluye gastos de comidas y transporte local. Esta suma será entregada a los beneficiarios el día de su llegada. La OEA no asumirá los gastos de traslado interno de los participantes en sus respectivos países.

5. Sesión preparatoria (Caucus / Cónclave Indígena)

Los pueblos indígenas han decidido llevar a cabo una sesión preparatoria, que se realizará los días 7 y 9 de octubre de 2005 en el hotel Villa Antigua, Tel: (502) 7879-4444.

6. Requisitos de entrada a Guatemala

Los países que necesitan de visa de ingreso para Guatemala son: Bolivia, Colombia, y Ecuador. La correspondiente visa debe ser solicitada en el Consulado guatemalteco en el país respectivo. La OEA no asumirá los gastos por concepto de visa que cobran los consulados de Guatemala. En caso de cualquier dificultad, el Comité Coordinador Nacional solicita a los participantes que se comuniquen directamente con la Coordinadora Nacional Embajadora Woolfolk y las siguientes oficinas:

7. Transporte aéreo

La OEA pagará el costo de los tiquetes aéreos para los participantes financiados por el Fondo Específico. La información sobre dichos tiquetes aéreos fue suministrada individualmente a cada uno de los participantes. En ningún caso la OEA asumirá los gastos por cambio de tiquetes aéreos, los cuales son de exclusiva responsabilidad de los participantes.

8. Recibimiento en el aeropuerto

La Coordinación Nacional hará todos los arreglos necesarios para recibir a los delegados en el Aeropuerto La Aurora de la Ciudad de Guatemala y coordinará que los hoteles les proporcionen el traslado a Antigua, Guatemala. Los delegados deberán indicar si sus Embajadas les proporcionarán este servicio al llegar a la ciudad de Guatemala, al igual que si este servicio les será proporcionado por alguna organización o personas de su conocimiento en Guatemala. Por tanto, es preciso que las delegaciones proporcionen lo antes posible sus itinerarios de viaje así como la información adicional que se les solicita a través de la página oficial de la reunión en la sección titulada "Formulario de Inscripción" (http://www.sigep.gob.gt/sextareunion/inscripcion.php). La información sobre los viajes de los participantes seleccionados por el Fondo Especifico ya ha sido enviado a la Coordinación Nacional. Favor de proporcionar su información en la página Web oficial para confirmar que sus detalles personales sean correctos.

9. Inscripción de participantes:

La inscripción de participantes se efectuará el día 9 de octubre de 2005 en la oficina de la Secretaría en el Hotel Villa Antigua (sede del evento). Los participantes podrán solicitar una tarjeta de identificación. Por razones de seguridad, se requerirá esta tarjeta para garantizar el ingreso a las sesiones de la reunión. Se recomienda a los participantes enviar el formulario de inscripción

(http://www.sigep.gob.gt/sextareunion/inscripcion.php) antes del 1 de octubre a fin de facilitar el proceso de registro.

10. Idiomas y Documentos de Trabajo:

Los trabajos de la Reunión se llevarán a cabo en los dos idiomas oficiales de la Organización: español e inglés. Habrá interpretación simultánea en estos idiomas.

12. Clima:

En el mes de octubre generalmente el clima en la ciudad de Antigua se presentan lluvias intermitentes y la temperatura media mínima es de 16 grados Centígrados / 61 grados Fahrenheit y la máxima 23 grados Centígrados / 73 grados Fahrenheit aproximadamente.

12. Corriente eléctrica:

La corriente eléctrica es de 110 voltios. Si los participantes desean utilizar aparatos eléctricos de 220, deberán contar con los adaptadores correspondientes.

2. Coordination

The Chair of the Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples, Alternate Ambassador Juan León Alvarado from the OAS Permanent Mission of Guatemala, will be coordinating the event. Likewise, the Government of Guatemala, through the Ministry of Foreign Affairs, designated Ambassador Arabella Woolfolk, Director of Multilateral Policy, as National Coordinator to the Meeting of Negotiations in the Quest for Points of Consensus. Additional support will also be provided by technical groups from the Secretariat of the Permanent Council, the Summits of the Americas Secretariat, the Secretariat for Legal Affairs, and the Secretariat to the Inter-American Commission on Human Rights of the Organization of American States.

2. Accommodations

The Government of Guatemala will cover the costs of accommodations at the Villa Antigua hotel for those participants selected by the Specific Fund.

The Office of the National Coordinator blocked out rooms at the venue of the event and in adjacent hotels in order to facilitate accommodation reservations for the participants of the Sixth Meeting of Negotiations. The Guatemalan Coordinating Committee kindly asks that participants make their reservations directly through the websites of the respective hotels. To acquire the list of local hotels, please visit the official website of the Sixth Meeting of Negotiations at: www.sigep.gob.gt/sextareunion.

The availability of rooms with preferential rates at the Villa Antigua hotel, the venue of the Sixth Meeting of Negotiations, will be guaranteed until one week prior to the first day of the event. In the event that you have any difficulties, the National Coordinating Committee asks that you communicate directly with Ambassador Arabella Woolfolk. All selected hotel reservations for the Sixth Meeting of Negotiations, without exception, must be confirmed by the National Coordinating Committee through the "ficha de inscripción" (http://www.sigep.gob.gt/sextareunion/inscripcion.php), before October 3, 2005. In the case of reservations for attendees of the Indigenous Caucus, the reservation(s) must be confirmed no later than September 30, 2005.

The OAS will not cover the costs of accommodation for any participant. Each participant will be responsible for local, national, or international phone calls; all additional costs are responsibility of the participants, as are incidental costs such as food or possible damage to the rooms.

3. Costs of Stay

The OAS will provide the participants selected by the Specific Fund a small sum of money corresponding to the costs of stay which is intended to cover the costs of local food and transportation. This sum will be given to those representatives selected by the Specific Fund upon arrival. The Government of Guatemala will provide these participants with food and transportation.

The OAS will not be responsible for costs of domestic transportation incurred by participants in their respective countries.

5. Preparatory Session (Indigenous Caucus)

The Indigenous peoples will hold a preparatory session October 7-9, 2005 at the Villa Antigua hotel, 9a. Calle Poniente, Antigua, Guatemala, Tel. (502) 7879-4444.

6. Requirements to enter Guatemala

Guatemala requires that participants from the following countries obtain a visa for travel to Guatemala: Bolivia, Colombia, and Ecuador. Visas must be requested at the Guatemalan Consulate of these respective countries. The OAS will not be responsible for the costs of obtaining visas. In the event that you encounter any difficulties, the National Coordinating Committee asks that you communicate directly with Ambassador Arabella Woolfolk and the following offices:

7. Air transportation

The OAS will pay the cost of airfare for those participants selected by the Specific Fund. Flight information has been provided to all of these participants. The OAS will not be responsible for any penalties or charges resulting from any changes in flight schedules. Participants will be responsible for these costs.

8. Airport reception

The National Coordinating Committee will make all of the necessary arrangements to receive participants and delegates at the Aeropuerto La Aurora in Guatemala City and transport them to their respective hotels in La Antigua. Participants must inform the Committee if this service will be provided by an organization or individual in Guatemala. It is important that participants provide, as soon as possible, their itinerary and additional information through the official website of the Meeting in the section titled "ficha de inscripción" (http://www.sigep.gob.gt/sextareunion/inscripcion.php). The flight information of the participants chosen by the Specific Fund has been provided to the Guatemalan National Coordinating Committee. Please enter the official website and submit the "ficha de inscripción" to confirm that your personal information is accurate.

9. Registration

Registration will take place on October 9, 2005 in the office of the Secretariat in the Villa Antigua hotel. Participants will be issued identification cards, which, for security reasons, must be displayed during all activities. It is recommended that participants send their "ficha de inscripción" (http://www.sigep.gob.gt/sextareunion/inscripcion.php) before October 1, 2005 to facilitate the registration process.

10. Working Languages and Documents

The proceedings of the Sixth Meeting of Negotiations session will be conducted in the official languages of the OAS: Spanish and English. Simultaneous interpretation will be provided in those languages.

11. Weather Conditions

During the month of October the city of Antigua, Guatemala experiences intermittent rainfalls with minimum temperatures of approximately 16 degrees Centigrade/61 degrees Fahrenheit, and maximum temperatures of approximately 23 degrees Centigrade/73 degrees Fahrenheit.

12. Power

The electrical setting used in Guatemala is 110 volts. If participants would like to use electrical devices of 220 volts, they must use corresponding adaptors.
