| | SARD INITIATIVE: CALL FOR PARTICIPATION (LA TRADUCCION AL ESPANOL SIGUE, ABAJO) Greetings. This message is being sent to all of you through a number of Indigenous Peoples’ listservs and mailing lists, to urge your participation in the work of the Sustainable Agriculture and Rural Development (SARD) Initiative. Facilitated by the Food and Agriculture Organization (FAO), the SARD Initiative is a multi-stakeholder mechanism that aims to help implement Agenda 21, Chapter 14 on SARD. It will seek government and other support so that Major Groups of the CSD process can strengthen their cooperative working relationships and design SARD-related activities at local, national, regional and international levels to meet the following objectives:  | To improve the access of rural communities to productive resources (land, water, seeds, etc.) |  | To promote good practices for SARD |  | To promote fair conditions of employment in agriculture |
FAO has committed to work with Major Groups to clarify the roles of the stakeholders in the Initiative, and to design and implement activities for the next five years to serve local level needs. A multi-stakeholder workshop on program design and implementation is planned for sometime in 2004 so that all stakeholders can meet to discuss a five-year framework plan. For Indigenous Peoples, the SARD Initiative is an opportunity to share information with one another about viable, community-based practices. It is also an opportunity to host and/or participate in international, regional and national gatherings, workshops and other activities for awareness raising and sharing experiences to advance Indigenous Peoples own visions for achieving SARD. The SARD Initiative might also serve as a tool for advancing a rights-based framework for SARD and SARD-related policy. The IITC has been serving on an interim basis as an Indigenous focal point to urge FAO and other stakeholders to respect the following basic principles in the development of the SARD Initiative:  | Broad participation of Indigenous Peoples is needed, including traditional communities |  | To facilitate broad participation, funding must be specifically devoted to the timely translation of SARD Initiative information and updates so that they do not remain in English-only, and so that they can reach Indigenous Peoples early enough for discussion and decision making according to Indigenous protocols |  | Past positions of Indigenous Peoples working together at the international level must be observed; in particular, a rights-based approach to all forms of sustainable development (including SARD) is a priority for Indigenous Peoples |  | Herding, fishing, hunting and other food production practices must also be addressed alongside agriculture |  | Indigenous Peoples that participate in the SARD Initiative will decide for themselves what is a “good practice” for SARD, and whether or not to transfer practices to their communities |  | The SARD Initiative should not be considered a “partnership,” but instead a collaboration in which Indigenous Peoples reserve the right to disagree with other stakeholders (e.g., on the issue of GMOs) |
We encourage those of you who have a strong interest in actively supporting SARD issues, to please contact us so that together we can discuss the best communication and outreach methods, and the types of SARD Initiative activities that could be useful and possible. The IITC has only begun to draft preliminary ideas for international, regional and sub-regional conferences and studies, and would like to share them with you and receive your input, ideas and guidance. We also would like to work in collaboration with other Indigenous Peoples organizations/networks to serve in focal point capacity for the SARD Initiative so that communication, outreach and other responsibilities can be shared throughout the different regions. Enviamos este mensaje a todos ustedes a traves de varios servicios electronicos y otras listas de los Pueblos Indigenas, para solicitar su participacion en el trabajo de la Iniciativa de Agricultura y Desarrollo Rural Sostenible (ADRS), o la “Iniciativa ADRS.” Facilitado por la Organizacion de Alimentacion y Agricultura (FAO), la Iniciativa ADRs es un mecanismo de partes interesadas multiples con objectivo de apoyar a la implementacion del Capitulo 14 sobre ADRS de la Agenda 21. La Iniciativa buscara el apoyo de los gobiernos y otros para que los Grupos Principales del proceso de la Comision sobre el Desarollo Sostenible (CDS) puedan fortalezer sus relaciones cooperativas y desiñar actividades locales, nacionales, regionales e internacionales en relacion al ADRS, para llegar a los objetivos siguientes:  | Para mejorar el acceso de las comunidades rurales a recursos productivos (la tierra, el agua, las semillas, etc.) |  | Para promover buenas practicas para ADRS |  | Para promover condiciones equitativas de empleo en la agricultura |
FAO se compromete a trabajar con los Grupos Principales par clarificar los papeles de los partes interesados multiples en la Iniciativa, y para desiñar e implementar actividades para los proximos cinco años para servir a las necesidades locales. Se llevara a cabo en alguna fecha en 2004 un taller partes interesados multiples sobre el diseño e implementacion de programas para que todos los partes interesados puedan reunirses para discutir un plan marco de cinco años. Para los Pubelo Indigenas, la Iniciativa ADRS es una oportunidad de compartir informacion entre nosotros sobre las practicas viables y basadas en la comunidad. Es tambien una oportunidad para convocar y/o participar en reuniones, talleres y otras actividades internacionales, regionales y nacionales en donde se puede levantar la conciencia y compartir experiencias para avanzar las visiones proprias de los Pueblos Indigenas sobre como lograr ADRS. Es possible que la Iniciativa ADRS tambien servira como una herramienta para avanzar a un marco de derechos para las politicas ADRS y las politicas relacionadas al ADRS. El CITI estaba sirviendo como punto focal Indigena interino para instar a los de la FAO y otros, que respeten a los principios basicos siguientes en el desarrollo de la Iniciativa ADRS:  | Se requiere la amplia participacion de los Pubelos Indigenas, incluyendo a la comunidades tradicionales |  | Para facilitar la participacion amplia, hay que haber fondos especificamente dedicados a la traduccion a tiempo de informacion y noticias sobre la Iniciativa ADRS para que no se quedan en Ingles no mas, y para que llegan a los Pubelos Indigenas a con bastante tiempo para la discussion y la toma de decisions acuerdo a los protocolos Indigenas |  | Se debe observar a las posiciones colectivas de los Pubelos Indigenas quienes trabajaron juntos al nivel internacional; en particular, que para cualquier forma de desarrollo sostenible (incluyendo al ADRS), los Pueblos Indigenas dan prioridad a un acercamiento basado en derechos |  | Otras practicas de la produccion alimenticia (el pastoreo, la pesca, el casar, etc.) deben ser parte de la Iniciativa ADRS, igual como la agricultura |  | Los pueblos Indigenas quienes participaran en la Iniciativa ADRS decidiran cuales son las “buenas practicas” ADRS para ellos mismos, y cuales se deben transfrerir o no a sus comunidades |  | No se puede clasificar a la Iniciativa ADRS como una sociedad, pero que se considera como una colaboracion en el cual los Pubelos Indigenas reservan el derecho de no estar de acuerdo con otras partes interesadas (por ejemplo, sobre el asunto de OMGs) |
Instamos a los que tienen un fuerte interes en apoyar activamente a los asuntos ADRS, que se comunican con nosotros para que juntos podamos discutir las mejores metodologias posibles de cominicacion y alcance a las comunidades, y los tipos de activiades para la Iniciativa ADRS que puedan ser utiles y posibles.
